HONG KONG—Ahead of her 25th birthday in November, Khloe Ho is saving up to move away from her hometown of Hong Kong. She says career opportunities are limited. The city is suppressing civil liberties and enforcing unpredictable pandemic policies.
Ms. Ho, who dreams of being a music producer, regrets not staying in the U.K. after studying there during her final year of university. Many of her contemporaries moved there in the past year, after Britain eased immigration rules for residents of its former colony in response to tighter national security rules in Hong Kong.
